With an annual project volume of more than 60 million euros, Help provides emergency aid in the event of disasters and sustainable reconstruction with and for people in need, primarily in Africa, Asia, and Europe. As a globally operating humanitarian aid organization, Help receives high recognition through funding from national and international donors and is committed to national and international humanitarian aid standards as well as the transparent use of funds and impact monitoring. About the Role: The HLF Syria Programme Officer supports the implementation and day-to-day management of the HLF Syria funding mechanism under the supervision of the Programme Manager. The role contributes to the effective coordination of partner organisations, grant management processes, programme monitoring, governance workflows, and internal programme operations. The Programme Officer serves as the primary operational focal point for local partner organisations and supports the smooth implementation of programme management processes throughout the grant lifecycle. The position is responsible for coordinating partner communication, tracking programme progress, maintaining programme documentation, supporting governance and decision-making processes, and ensuring timely follow-up of programme actions. The Programme Officer works closely with local partner organisations, the Programme Manager, and relevant internal functions, including Finance, MEAL, Procurement, Capacity Sharing Coordination, and Stakeholder Engagement, to ensure high-quality, accountable, and efficient programme implementation. Set-Up Phase • Support the contextualisation and operational roll-out of HLF programme management processes, tools, and procedures within the Syria context. • Assist in establishing portfolio tracking systems, programme monitoring tools, communication workflows, and implementation follow-up mechanisms. • Support the preparation, organisation, and maintenance of programme documentation, records, and partner files. • Coordinate partner onboardin
المتطلبات
Education: • Higher education in International Development, Humanitarian Affairs, Programme Management, Political Science, Social Sciences, Public Administration, or a related field. Experience: • Minimum 3 years of relevant professional experience in programme support, grants management, partnership coordination, humanitarian or development programming, or related operational roles. • Experience working with local partner organisations and partnership-based implementation approaches. • Experience working in conflict-affected contexts is desirable. Skills & Competencies: • Strong organisational and administrative skills with excellent attention to detail. • Strong communication, coordination, and stakeholder engagement skills. • Ability to manage multiple tasks, deadlines, and competing priorities effectively. • Strong problem-solving skills and ability to exercise sound judgment within delegated responsibilities. • Ability to work independently while knowing when to seek guidance or escalate issues. • Proficiency in Microsoft Office applications and programme management tracking tools. • Fluency in English and Arabic, written and spoken. • Willingness to travel within Syria
